Here is what Skype support said:
Skype Support, When you're on call, and someone
tried to call you, click the Answer button. The current call will be put
on hold. On the new call, to add the previous person that you're talking
to (that was on hold), click the + button, then you will see your
Contacts. Choose his/her name, then click Add. The previous person that
you're talking to should accept your invitation for a conference call.
In order to learn it we’ll have to play with it!

Thanks for that information. If this capability has been removed,
that's a big step backward. What good is a conferencing platform if
incoming callers can't be added to an ongoing call? I presume creating a
group conversation requires one person to call everyone else? That's not
how it used to be. One more way Skype's starting to slide down that
slippery slope into the category of unwantedness.
