That page is, I believe, likely to change from time to time as accessibility features are added and altered. The page also includes, just below that table, a set of three tabs that let you choose to see specific information for Skype for Windows Desktop, or Skype for Windows 10, or Skype for Mac. Opening the Skype for Windows 10 tab adds a new table relevant only to Skype for Windows 10. The Skype for Windows Desktop tab includes information on how to enable/disable hotkeys.
